After a harrowing escape from Berlin following the Russian invasion, Heinrich Schloss struggles with the risks of going back on the offensive in the war while terrified for the safety of Germany. He constantly balances opportunities to gain advantage over invaders while avoiding those potential defeats which would see the Red Army push through to the Atlantic coast.
Each event is a roll of the dice for Schloss while he meanwhile works to maintain continuity of the government, now in Frankfurt. Other problems facing Germany include potential instability in the United States, the United Kingdom and Japan. He cannot ignore these flash-points, but he cannot allow them to distract from protecting the Reich.
The opportunity to turn the war against Stalin in a major way presents Schloss in his greatest dilemma. The need for action rages against his terror of losing the war.
