After a harrowing escape from Berlin following the Russian invasion, Heinrich Schloss struggles with the risks of going back on the offensive in the war while terrified for the safety of Germany. He constantly balances opportunities to gain advantage over invaders while avoiding those potential defeats which would see the Red Army push through to the Atlantic coast.

Each event is a roll of the dice for Schloss while he meanwhile works to maintain continuity of the government, now in Frankfurt. Other problems facing Germany include potential instability in the United States, the United Kingdom and Japan.
